Failed Bidding

is formally declared by the BAC when the competitive bidding process cannot be completed due to specific circumstances. Under current procurement laws, a failure of bidding is declared if:

1. No bids are received.
2. All prospective bidders are declared ineligible (they failed to meet the required documents or qualifications).
3. All bids fail to comply with the bid requirements or fail the post-qualification process.
4. The winning bidder refuses to accept the award of the contract without a justifiable cause.
